Allen Dejewski

Allen Dejewski

Vice President

Allen Dejewski serves as Vice President and has 40 years of experience in the fields of commercial and industrial construction, demolition and excavation.

Mr. Dejewski joined Empire Services in 2000 as an Estimator and Project Manager. Allen's responsibilities include preparing estimates and bids, managing projects, supervising staff, and overseeing day-to-day operations. 

Todd Quinter

Todd Quinter

Operations Manager

Todd Quinter serves as Operations Manager and has been with Empire Services for over 30 years.

Mr. Quinter was a Superintendent for 8 years and an Operations Manager for the past 30 years. Todd’s responsibilities include scheduling and managing personnel, dispatching equipment, communicating with clients, and working with project managers to find solutions to maximize efficiency and revenue. He also provides leadership and motivates employees to perform their best every day. He has several certifications, including Hazard Communications/GHS, Respiratory Protection, Fire Prevention Training, HAZWOPER Refresher Training, Personal Protection Equipment, Confined Space, Excavations, Lock Out/Tag Out, and Fall Protection. 

Jim Klemer

Jim Klemer

 Estimator/Project Manager

Jim Klemer serves as Estimator/Project Manager and has over 40 years of experience in the construction industry. Mr. Klemer has been with Empire Services for 29 years. Prior to joining Empire Services, Jim was a union laborer. He has vo-tech training in masonry. Jim’s responsibilities include estimating demolition projects out to bid and managing projects awarded to Empire Services. He is 30-Hour OSHA and CPR certified.

Chuck Lightcap

Chuck Lightcap

Estimator/Project Manager

Chuck Lightcap serves as Estimator/Project Manager and has over 35 years of experience in the excavation industry. Prior to joining Empire Services, Mr. Lightcap was the Manager of Operations at Utility Services Group. Chuck studied Mechanical Engineering from Pennsylvania State University and completed the Construction Estimating Institute. He is experienced in all facets of bidding, including residential, commercial, industrial, and PennDOT projects. Chuck’s responsibilities include estimating excavation projects, scheduling, tracking projects, hiring subcontractors, and setting milestones for completion. He is OSHA certified and has certifications in First Aid/CPR and Safety Leadership Training. 

Matt Bard

Matt Bard

 Chief Estimator

Matt Bard serves as Estimator/Project Manager and

has over 15 years of experience in the demolition industry. Mr. Bard received a Bachelor of Science in Chemical Engineering from Pennsylvania State University and is a certified Pennsylvania Engineer in Training. Prior to joining Empire Services, Matt was an Estimator/Project Manager for several demolition companies. At Empire, Matt's responsibilities include bidding and managing all facets of projects, from estimating through close out, as well as communicating with customers and providing efficient solutions when challenges arise. 

David Powell

 Estimator/Project Manager

David Powell serves as an Estimator/Project Manager. David brings a wealth of experience in estimation and project management from his previous role as an Estimating/Project manager at Technivate, Inc. Hailing from England, David completed his secondary education before delving into the construction industry. He has received OSHA 30 training as a safety trained construction supervisor.

Josh Hammitt

 Estimator/Project Manager

Josh Hammitt serves as an Estimator/Project Manager. Josh brings a wealth of experience from his tenure at Neuber Demolition and Environmental Services, where he held various roles ranging from operator to team lead to laborer. His diverse skill set includes expertise in torching, utility disconnects, aerial demolition, hazardous environmental demolition, site work, interior demolition, and excavations. Josh served in the United States Marine Corps Reserves and is a licensed asbestos supervisor. He has earned a number of certifications, including radiation safety, confined space entry, fall protection, rigging, HSE competent person, hot work, supplied air, powder-actuated tools, HAZWOPER, and OSHA 40.
